The second and last for this year, the second round of the mobility of civil servants begins. With a circular issued by the Ministry of Interior, it gave the "green light" to the public bodies to request and propose positions, among which are the A 'and B' degree local authorities (through the Decentralized Administrations).
The new Cycle started with the submission of requests by the Bodies that want to hire employees, from the day of issuance of the Circular (yesterday, October 18) and is completed:
- For the supervised Bodies (eg NPDD, Municipalities) on October 24 and
- For the supervisors of the above Bodies (eg Ministries, Decentralized Administrations) on October 29.
We emphasize that in the Second Round the right to participate have exclusively the Bodies provided in par. 9 of no. 6 of law 4440/2016 as in force, ie:
1) the Bodies, whose transfer procedures of the AD cycle have become ineffective due to non-submission of applications by candidates or due to unsuitability of the candidates for the announced positions; and
2) the Institutions, whose requests for recruitment of regular staff in the context of the annual recruitment planning of no. 51 of law 4622/2019 were not satisfied.
The procedure of the Second Cycle, therefore, concerns only the aforementioned Bodies.
During the 1st phase, of the submission of requests by the Bodies, the reason for the coverage of the requests by transfer or secondment must be substantiated and complete, according to the provisions of par.2, 3 and 4 of no.6 of n. 4440/2016, as in force. Specifically:
(a) submit their applications for vacancies by transfer or secondment, accompanied by a report on staff, estimated retirement leave and any ongoing recruitment procedures;
(b) applications must indicate the total number of vacancies for the industry / specialty concerned by the application, as well as the total number of vacancies in the requested industry / specialty at the date of submission of the application; and
(c) the application for each post shall include the job description, as well as any additional formal or substantive qualifications required, as appropriate.
In particular, requests for secondment must be substantiated, as regards the serious and urgent nature of the service needs, as well as the need for temporary filling of the post.
The Ministry emphasizes that the Bodies should be very careful to comply with the above conditions, as they are criteria for examining both the admissibility of the request and the substantive evaluation of the request.
