An autopsy on the projects performed by the services of the Ministry of Culture and Sports in Kefalonia was carried out by Lina Mendoni. In the regional unit of Kefallinia and Ithaca, 9 projects are being implemented by the Ministry of Culture, with a total budget of approximately 8.000.000 euros, included in the RDP of the Ionian Islands-NSRF 2014-2020.
Lina Mendoni met with the Deputy Regional Governor of Kefalonia-Ithaca Stavros Travllos and the Mayor of Argostoli, Theofilos Michalatos, in the presence of Kefallinia MP Panagi Kappatou, at the City Hall, to discuss the progress of Culture in the island.
During the meeting, the Mayor thanked in the person of the Minister the Government and the Prime Minister Kyriakos Mitsotakis for joining the YMEPERAA-NSRF 2014-2020 of the project "Upgrading and modernization of the Museum of the Aging Slave" budget of about 2.500.000 euros. He also expressed his satisfaction for the immediate response of the Minister to the requests of the Municipality, especially for the inclusion in the RDP of the Ionian Islands - NSRF 2014-2020 of the project for the protection and promotion of the Tomb in Tzannata, but also for its willingness to join financial program -in collaboration with the Region- of the project of the exhibition of the Slave Museum immediately after the completion of the construction works and the approval of the museographic study by the Museum Council of the Ministry of Culture.
After the working meeting, Lina Mendoni stated:
"It is a great pleasure for me and my associates, that we are today in Kefalonia, and tomorrow in Ithaca, to examine all the issues concerning the Ministry of Culture and Sports. Perhaps, this is the first time that with funding from the Ionian Islands Region-NSRF 2014-2020 and from the Budget of the Ministry of Culture, projects exceeding 8.000.000 euros are executed. If we take into account the 750.000 euros, which were immediately allocated for the restoration of the monuments, which were affected by the catastrophic operation of "Janos", we realize that in the last two years the services of the Ministry of Culture are implementing an important project with secured resources. At the end of the current programming period, we will have the archaeological and monumental wealth of Kefalonia, properly restored and accessible to the citizens of Kefalonia, who are the natural carriers of this Culture, but to the numerous visitors of the island.
We had a very constructive discussion with the Deputy Regional Governor, the Mayor and MP Panagi Kappatos, on all issues concerning Kefalonia and especially the Municipality of Argostoli. We did an autopsy in all the places where there are small or big pending issues that need to be addressed immediately. Like the Museum of Argostoli and the Museum of Gerasimos Sklavos. Sklavos is a very big capital for Kefalonia. The restoration of the building of the Bank of Greece that will host its unique collection was included in the current NSRF 2014-2020. The Gerasimos Sklavos Museum must be completed as soon as possible, as it is not only a very important cultural pole for the island, but also an important development resource.
As far as the Museum of Argostoli is concerned, it is inadmissible to delay, after the earthquake, in 2014. It is really sad and unthinkable, Kefalonia, with this cultural heritage, with this huge wealth in its cultural reserve, all these years to be without a museum. Five lost years. Now, the procedures for modifying the road plan are completed and the issuance of a Presidential Decree is in progress. At the same time, the Ministry of Culture and Sports is ready to submit the work of the new Museum to the Ionian Islands Regional Development Plan-NSRF 2014-2020 as soon as the Region issues the relevant invitation. "Obviously, we have to make up for lost time."
At the archeological site of the Mycenaean tomb in Tzannata, Lina Mendoni met and talked with representatives of the local community. He assured them that the project for the protection and promotion of the vaulted tomb, with a budget of 1.590.000 euros, will start immediately and as soon as the procedures are completed by the Region. "The Tomb in Tzannata joined on June 21, 2021. Our goal is in October to start the work of maintenance and restoration of the tomb by the Ephorate of Antiquities and to begin the process of bidding for the construction of the new shelter to protect the monument from the Directorate for the Restoration of Ancient Monuments of the Ministry of Culture ".
During the autopsy on the De Bosset Bridge, which was hit by "Janos", the Minister was informed by the competent Ephorate of Antiquities about the progress of the restoration work, which is expected to be completed by the end of the year.
Lina Mendoni conducted an autopsy at the Holy Monastery of Agios Fanentos, in Sami, where the restoration work of the old katholikon of the Monastery begins, which is witnessed from the 13th century, and the chapel of Agios Nikolaos, 17th century, by the Directorate of Restoration Byzantine and Post-Byzantine Monuments with a total budget of 840.000 euros. Given that the Monastery was built on the ruins of the ancient citadel of Sami and has incorporated part of the fortification tower, the minister asked the Ephorate of Antiquities to proceed immediately with the planning of the necessary studies for the restoration of the tower, as well as for the tidiness of the cells of the monastery complex, in which ancient building material has been incorporated, in order to submit in the next programming period for the task of restoration of the ancient wall and the immediate surrounding area of the katholikon.
Lina Mendoni had a working meeting with the Mayor of Sami Gerasimos Monia-Netti, who expressed his satisfaction for the works carried out in the Municipality of Sami by the Ephorate of Antiquities, such as the promotion of the Roman mansion in Agia Efimia with a budget of 330.000 euros. Roman oak in Loutro with a budget of 1.350.000 euros and the promotion of the burial precinct in Fiskardo, with a budget of 485.000 euros, but also for the solution given by the Ministry of Culture for the reopening of the Melissani cave, which is an important tourist destination for the region.
In Sami, Lina Mendoni inaugurated the Archaeological Collection and the exhibition of mosaics in its immediate vicinity. The project, with a budget of 1.523.417 euros, was funded by the Ionian Islands Regional Development Plan-NSRF 2007-2013 and 2014-2020. The exhibition presents the timeless habitation of Sami from the early Bronze Age to the early Byzantine times.
In her greeting, the Minister of Culture and Sports referred to the climate crisis, from which Kefalonia and especially Sami were tested, as "Ianos" affected the cultural heritage of the island, which is being restored in time.
"The Ministry of Culture and Sports", noted Lina Mendoni, "is proceeding with the preparation of the National Plan for dealing with the effects of the climate crisis on the Cultural Heritage, but also in the execution of specific pilot projects included in the Recovery Fund, which will offer us possibility of creating know-how and good practices, in order to deal more widely, throughout the Territory, such problems always arise ". Referring to the projects currently being carried out on the island, she said that "these projects create a new landscape for Kefalonia, and contribute decisively to the current possibilities, but also to the future prospects of the local community, bringing both immediate and long-term stimulation. economic activity and employment, creating new and strong poles of attraction for visitors and strengthening cultural tourism, and creating the conditions for sustainable and sustainable development ".
The program of the visit of the Minister of Culture and Sports in Kefalonia was completed in the working meeting with the Mayor of Lixouri George Katsivelis and her associates, during which the problems faced by the region in general were discussed, such as the restoration of the earthquake-stricken building of Iakovateio Library. Ministry of Education, for which Lina Mendoni undertook to inform the Minister of Education, the strengthening of the educational role of the Lixouri Philharmonic, which can be supported for its actions through the Register of Cultural Institutions of the Ministry of Education, as well as the restoration of earthquake victims such as Agia Marina of Soulara, the restoration of which is in progress by the competent Directorate of Restoration of the Ministry of Culture with a budget of 388.000 euros from the current Operational Program of the Region. An autopsy on this project, as well as on the restoration of the catholic of the Monastery of Sisia, budget 940.000 euros, was carried out by the Ministry of Culture, which accompanied the Minister.

"It is a great pleasure for me to be here today, together with the Secretary General of Culture and our associates, high-ranking officials of the Ministry of Culture, again in Kefalonia, on the occasion of a happy event, the opening of the Archaeological Collection here, in Sami, keeping the promise I made a few months ago, and despite the very heavy workload of all of us, which was further burdened by the recent, large-scale fires in our country, which threatened, but fortunately did not affect, important archaeological sites and monuments of cultural heritage. A cultural heritage, as studies and forecasts by scientists in recent years have shown, will be increasingly endangered by the risks and threats of natural disasters, exacerbated by the effects of the global climate crisis. Besides, Kefalonia and especially Sami, experienced 11 months ago, these dangers from "Ianos". "Ianos" also affected a large part of the cultural heritage of the island and thanks to the timely intervention of the State, many of these monuments are restored and their restoration and maintenance is completed.
Recognizing in time these dangers and the need for coordinated action, the Greek Government, under the personal guidance of Prime Minister Kyriakos Mitsotakis, has taken concrete initiatives both internationally, promoting to the UN and other Organizations the Impacts of Climate Change, both nationally. The Ministry of Culture and Sports is proceeding with the preparation of the National Plan for dealing with the effects of the climate crisis on the Cultural Heritage, but also with the execution of specific pilot projects included in the Recovery Fund, which will offer us the possibility of know-how and good practices. to deal more widely, throughout the Territory, such problems always arise.
These projects for the unified and holistic protection and management of the natural and cultural environment and landscape, certainly operate in parallel and complementary to the systematic actions of restoration and promotion of the huge monument reserve, which is a presumption of the historical past, but also a chapter with extremely great social and economic development dynamics and value for the present and the future of local communities, but also of the country as a whole.
At the present time in Kefalonia are in progress or are starting immediately, with funding from the Ionian Islands RDP 2014-2020, cultural projects with a total budget of almost 8 million euros. These include, in addition to the emblematic character of the work of fixing, protection and promotion of the Vaulted Tomb in Tzanata, the renovation of the Roman oak and the building complex in Loutro, the renovation and promotion of the burial precinct in Fiskardo and the Roman Euphemia , the restoration of the katholikon of the old Monastery of Sisia and the katholikon and the chapel of Agios Nikolaos of I.M. Agios Fanentos, the fixing and restoration works of the Holy Temple of Agia Marina Soulara, and of course the configuration of the housing building of the Archaeological Collection of Sami, which we have the pleasure and honor to inaugurate tonight. In essence, to deliver to the inhabitants of Sami, what belongs to them. Because you, Mr. Mayor and your fellow citizens, are the bearers of this civilization, which is evolving on this earth, in the long historical period of millennia.
All these projects that we have said, create a new landscape for Kefalonia, and contribute decisively to the current possibilities, but also to the future perspectives of the local community, bringing about both immediate and long-term stimulation of economic activity and employment, creating young and strong poles of attracting visitors and strengthening cultural tourism, and creating the conditions for sustainable and sustainable development for the future. Certainly there is much that can and should be done, small and large, from the fixing works in the caves, Melissanis and Drogaratis and the complete restoration of the damage to the castle of Agios Georgios, to the settlement of the issue of the Museum of Argostoli, which was severely affected by the 2014 earthquake, and from 2014 until today the morning I saw it, has unfortunately not changed in the slightest - five years are gone - and for which the best possible ways of dealing with the issues that have arisen are being considered, in order to make it as fast as possible the implementation of the project is possible. It goes without saying that both the Secretary General and I and all the competent Services of the Ministry of Culture and Sports are assisting and will assist this effort by any means available. It is really sad and unthinkable, Kefalonia, with this cultural heritage, with this huge wealth in its cultural reserve, to be without a museum all these years.
Returning to the Archaeological Collection of Sami: The creation of a site suitable for the exhibition of the multitude of important finds, which emerged in recent decades and continue to emerge from salvage research in the city and the wider area of Sami and Fiskardo, was for years a reasonable request of the residents. For this purpose, the specific property was granted to the Ministry of Culture in 2002, which initially housed offices of the then community of Sami. I remember this concession. I chaired the Central Archaeological Council when we went through this process.
Later, in 2009, it was granted by the Municipality and the section of the square in front of the building for the exhibition and the mosaic floors, which were revealed from time to time during excavations and could not be preserved by country. At the same time, the necessary studies for the maturation of the project began, which was finally included in the NSRF in 2013 and continued during the current Programming Period 2014-2020 as a transferred project.
The implementation of the project, which involved the repair and configuration of the building, the documentation, the maintenance and the exhibition of the movable findings in five rooms-
The development of auxiliary multimedia digital applications of XNUMXD virtual tour and educational character, as well as the configuration of the environment for the reception of mosaic floors, was a complex and demanding process, which was successfully completed by the local Ephorate cooperation with the co-responsible Central Directorates of the Ministry of Culture.
Warm thanks and congratulations are due to the staff of the Ephorate of Antiquities of Kefallinia and Ithaca. The person of the Superintendent Grigoris Grigorakakis is also thanked for all his predecessors, who contributed decisively for this project, a project which is scientifically sound and has an extremely high aesthetic result, but also to the central directorates of the Ministry and especially to the Directorate of Preservation of Ancient and Modern Monuments, which has invested effort and pain, in the ancient sense, for many years for the preservation of these mosaics, but also some more, which are to be exhibited here.
